Entrepreneur Dalton Outlaw To Launch Magnolia Flats

We are experiencing a pivotal moment at Neighborhood Development Center (NDC) as we make a leap into an exciting new real estate project. This project will focus on securing and providing funding for a longtime NDC client, Dalton Outlaw, as he builds and opens Magnolia Flats. Magnolia Flats is a groundbreaking initiative that will provide new affordable housing in east St. Paul.   

Dalton Outlaw is no stranger to hard work and dedication, especially when it comes to supporting his community. As an entrepreneur and the owner of Element Gym, a boxing gym in St. Paul, Outlaw has built a career rooted in empowering others. Element Gym builds fitness programs that use individualized approaches to create lasting results and discipline for their clients. Outlaw’s commitment to his community is just one part of his larger vision. With Magnolia Flats, Outlaw will channel his entrepreneurial spirit to develop this essential community pillar.  

Over the past few months, NDC’s real estate committee has been discussing ways to make a deeper impact and support real estate developers who have an ongoing commitment to strengthening their community. Magnolia Flats epitomizes this mission. When Outlaw garnered personal capital and pinpointed a non-conforming, vacant residential lot that he wanted to purchase and restore in 2021, he knew that he could turn to NDC for support and advice.  

Since that time, Outlaw has submitted the project to the Ramsey County Housing Development Solicitation and was awarded $3.1 million in funds to develop Magnolia Flats. However, to truly bring this project to life, Outlaw has partnered with NDC for additional financing and loan services. Outlaw will be awarded a real estate loan for Magnolia Flats, which will mark the beginning of new real estate opportunities for NDC and its clients.  

Magnolia Flats is a pilot project for NDC, and our teams are deeply excited about the potential of this venture. As we move forward, NDC intends to expand our real estate offerings and provide new channels of support to our entrepreneurs. Larger scale grants and loans can power business owners to generate deeper wells of wealth for themselves and their communities. We look forward to watching this practice expand and to seeing the success of Magnolia Flats.
